Author do I need to add reference for activex controls?

I'm studying the practice test for 70-316 in the msbook. There is one
question that implies it's not necessary to add the reference for an activex
control before adding the control to the toolbox. While in the text it said
that adding the reference is the 1st step for using the control, which is
correct?

Make sure the control is registered on your .NET machine (You can use the
regsvr32 utility). Technically you import the control, not add a reference
to it. There are 2 ways to do this. Within the IDE environment choose
Tools->Customise Toolbox and on the COM components tab select the control.
Otherwise you can use a command line tool: aximp.exe. Once you've done this,
go back to Customise Toolbox but this time select .NET Framework components,
an entry will have been created there for the ActiveX control. Select this
and the control will appear in the toolbox.

Evidently don't believe everything you read in books! I've just tried this
with the web browser control and with a control I wrote myself in VB 6.0.
The above step is not necessary. The controls will appear in the toolbox
with the first step only.
