There isn't a specific asian one AFAIK, and you cannot apply... You have to
be nominated by other MVP's, and they've already announced the new ones for
this year so you're SOL anyway...

The MVP award isn't like a certification that you can take a test for, or
Microsoft Certified Partner status that you can apply for. It's an award for
peer-to-peer support, mostly online in newsgroups like this. You can read
