I have run into this before when I tried to make
my laptop a DC.

It turns out that dcpromo will run only if it
detects at least one active network connection.
So connect your machine to a hub (any hub) on
any active LAN, run dcpromo, and disconnect.
Everything will run fine afterwards.

Let me know if this works for you.

Does the lan really have to be active or is it enough to just have a powered
up Hub?

When I did the setup I used an active hub.
Have not tried a powered hub with no other connection,
so I don't know the answer to your question.

Why don't you try it and let us know?
