Charter Status for MCSE 2003

Has anyone heard whether the Cut-off has been met for the
03 Charter status?

For 2K it was the first 2000 people certified and I heard
that it was within a certain timeframe for NT4.

Has anyone heard anything about the criteria for 2003?
