I'm pretty sure the answer is "no you can't", but is there
a way of rearranging AD domains within a tree or forest.

Suppose I have a domain DeptA.Here.ThisOrganisation.Nhs.UK

And owing to reorganisation I need to move it to:
DeptA.There.ThisOrganisation.Nhs.UK

Can it be done?

Win2003 Forest Functional Mode (all Win2003 DCs in all Domains)
allows rename, restructure like this.

Everyone who mentioned Movetree is only partly right -- that is for moving
objects
from domain to domain. So you could build NEW domains and move all/some of
the objects but that isn't realy what you asked. It might be your only
Win2000
choice however.
