Author Exam question

Lo there. I'm studying for 70-210 and I've come across a question that has
me puzzled:

You are the administrator of your companys network. You add two new user
accounts, 'David' and 'Alan' to a Win2K Professional computer that is shared
among several users. When David attempts to log on, an error message appears
stating "The system is unable to copy \Documents and Settings\All Users to
\Documents and Settings\David. Access is denied." What should you do to
allow David to log on? (Choose One Answer).

A. Copy the All Users profile to the Default User profile.

B. Copy the Default User Profile to the All Users profile.

C. Reset the permissions on the \Documents and Settings folder.

D. Reset the permissions on the \Documents and Settings\All Users folder.

I'm pretty sure it's either 'C' or 'D', but er... can someone 'clear the
fog' here please?

Thanks, Baz.
