If I have a striped volume on two disk drives with 15GB
each, can I extend the volume by adding a third disk drive
and allocating 15GB to it?

Can I extend a spanned dynamic volume by adding a disk
drive?

yes or course u can, it will simply add the space on the end, but.... u
might need to reinstall all you software :-/
iv forgot exactly how it works, unless it would allow you to split each disk
in two, then use each half of each disk as 2 different striped volumes.
