No, it is not reserved.
It is a private IP address and is not assigned anywhere on the public
network (internet).
If you give us some more details we may be able to help you.

Yes. It's a private IP adress for adressing hosts in private
LANs. There has to be no webserver or router in the internet
with an adress of 10.x.x.x The private adressing schemes
(subnets) 10.0.0.0/8, 172.16.0.0/16, 192.168.x.0/24 and
169.254.0.0/16 are not routed through the internet in any way.
The /xx mean the subnet mask bits set.

Also normally we like to use the "1" in a given subnet to adress
the standard router but this is no must.

What could it mean if this IP WAS on the internet? Could it be used as a
monitroing device? This IP has been picked up after running a trace to a
website that we beleive is under surveilance. Is this possible?
