From P.28 of the CWNA book:

"Rf attentuators are accurate resistors that convert high frequency AC to heat in order to reduce signal implitude at that point in the circuit"

uhhmm...what point is that?

Also what makes heat better than the high frequency AC, fundamentally?

The "point" is the RF attentuator.

Heat is not produced as a better alternative; it is a way to reduce the signal power. Read up on RF math and FCC regulations on WI-FI bandwidths and you will understand why an attentuator would be utilized.

RF attenuation may be desired or necessary for various reasons, FCC compliance, reducing cell size and so on. An attenuator reduces the RF energy radiated from the transmitting antenna.

Since physical laws state that energy can be neither created or destroyed the extra energy needs to be transformed from high frequency AC to something else. In this case it is heat that is transferred into the ambient environment to add to the entropy of the universe.

I believe that is the point they are making in the section that you referred to.
