My head hurts because of so much trouble finding a way to add a user or a group to local administrators group through group policy for a whole OU. Or is it not possible?

What are you trying to do? Are you talking about groups or OUs here?

GPOs can only be apply to OUs, not groups. Security permissions are apply to groups, not OUs. You can have a user in multiple groups, but only a single OU. You may have groups within groups. You may also have OUs within OUs.

Confusing!?

Domain admins are automatically members of the local administrator's groups of the domain computers. You can control membership in the domain admins group through use of the restricted groups feature in Group Policy. I would believe that this type of policy would have to be applied at the domain level.
