Explanation:
From the Managing a Windows 2000 Network Environment Training Kit (page 6), NetBEUI is a non-routable protocol. File and Printer Sharing for Microsoft Networks is not a network protocol, but is instead a service that runs on top of in place network protocols.

But would there be a way of making it routable by wrapping it in an IP packet?
