saying Windows 2000 server,does it mean the domain controller here? if so, well doesnt the domain controller already have added domain users group to local users group without need for a member server or xp to join?

hmmm i dont think so...

if that was the case then it would seem to me that joining a domain would be required and it is not to my knowledge.

a system running XP pro i think would desire the option to have more control over its operation by remaining in a workgroup instead.

Any member server or workstation that joins a domain has the domain admins added to the local admins group. This allows for domain admins to administer the workstations and member servers.

By default a standalone server or workstation that is not a member of a domain has the administrator account in the local admins group.
