sorry for the dumb question but what does it mean when a sentence like this is on a employment ad for a computer operator position: "Please no H1B's"

H1B is a visa for a technical field that lets a U.S. corp hire and sponsor a non U.S. citizen if it is "proven" that a U.S. citizen with similar skills is not available.

It is prone to lots of problems for the employeer and some anomosity from workers who thought they were equally qualified. Often H1B workers are paid much less than the going rate.
