I don't know if there are any generic telcom certifications out there....probably the closest thing is the Lucent Certified Technical Expert (LCTE) .

Telecommunications is basically an extension of the LAN world, so the networking certs help. But the best way to transition, is to probably get a job in a NOC. Yeah it sucks, you may have to work the 3rd shift, but its your best way in, and you can gain a lot of experience.

I think you have to work with some provider, to get hands on experience. telecomonications is a very large field (you may include here anything: telephony, microwave telecom, fiber, sonet, ATM, and a lot more). I think degree in some related field is a must if you want to get an engineer position. and there are different standars and regulations in different countries, so you see a simple certification isn't enough.

That looks interesting. I might pursue the LCTE after passing my Server+. I already work for a major telecommunications company with close to 4yrs. in the central office.

Fiber optic Tech (FOAI) and some Satillate Tech (forgot which one) also very good to know but requirement training and its mean = $$$$$.

I think local ISP and phone company hired people and train them to a be tech, but need to take the exam first. I believe Voice Stream did that before.
