Suspect the exam eTickets can be used by anybody. So even if you write only 2 exams but has a friend that wants to use the other 2 eTickets, can split the cost. HLee or anybody got this package can confirm that.
It is indeed a very good deal, considering the CD. A first time exam attendee will appreciate getting a taste of the exam environment and how to manage time.
