When it comes to a technical interview, does anybody have any suggestions or sample questions to ask a potential employee in regards to VOIP, BGP, and Checkpoint Firewall?

Try to create a scenerio and have them troubleshoot based on the selected topic.
Try to dig deep into the scenerios and you will find out if a candidate is worth hiring.

Just make sure that the job you are interviewing for is a job you can handle. You don't want to be shut down because you have no idea to handle a scenario given to you

Some advice in interviewing. DownPlay the resume and UpPlay the interview. If you don't know it inside and out, DONT put it on your resume. Anything on your resume is fair-game.
