Is there an app that will inject BGP, OSPF , RIP routes for a windows box? I have seen some for unix, but can't seem to find one for nt. Any clues?

I am not sure if you are looking for this

You can use this software in the unix or windows to act as one router its named as MRT and it is free.

looks cool, but for 75.00 just get a 2501
and configure bgp with a bunch of loopbacks.
plus you learn the ios.

2500's **may** drop in price now that 2600's
are in the lab.
they remain an cheap alternative to filling a lab w 2600's.

What are the knowledge expectation of a 2600? I currently only have 2500's in my rack. I should be able to perform most of the config demands except (ATM, DLSW, etc.) correct?

Use the software adviser
http://www.cisco.com/cgi-bin/Support/CompNav/CN1.pl

The 2600 has new features but not the ones you mentioned.
