| isis elects a designated router (or more officially, a designated IS)on broadcast multi-access networks for the same reason ospf does, rather than haveing each router connected to the LAN advertise and adjacency with every other router on the network, the network itself is considered a router---a pseudonode, each router including the DR also advertises, as the representative of the pseudonode, a link to all of the attached routers.
