how do I create a crontab to run at root at 7:30 daily.

30 7 1 * * root run-part /etc/cron.daily

What you have should work. Look at your logs if it doesn't. Might also look at the cron.allow file if you have one.

If that doesn't work, your crontab ENV variables are not set right.
