What version of Linux should I study with? The RHCE book I bought said that at the time of publication, 8.0 was not out yet. So, should I study with 7.x, or is Red Hat keeping the tests up to date with the latest versions? On part 1 and 3 of the exam, what versions do they use for the debug and server install?

I think they are keeping it updated with the latest version. Check the redhat site; that will most certainly tell you. I'd study with the newest version - RH9 - and go for that cert.

Unless you're planning on taking the exam in the very near future I'd use RH 9 as well. If you're taking it soon, check with Red Hat for the version that's being tested on now (probably version 9).
