I'm trying to install a intel chipset modem on Redhat 7.3. I downloaded the files from the intel site. One is a .tgz (551kb)file and the other is a .tgz.sig (1kb)file. I'm a newbie at this, but aren't tar files supposed to be zipped in 1 file. Also I can't find anything on .sig file in my linux books. I am confused having 2 driver files, thanks for any help you can offer.

The tgz.sig file is your PGP signature that ensures the file contains what the author intended.

Thats a signature file. Have you tried to untar the .tgz to see if it works. Then look for a README or something of that like which will tell you what to do next.
