hi guys sorry for my ignorance but is it possible to use linux to validate win95/98 workstations on a network instead of using nt/2000.

Yes, there's a program called Samba that was created to do this and file/print sharing. You can find some info on it at http://samba.org

There's a good (but somewhat dated) tutorial on setting up samba at http://linuxnewbie.org

The authentication isn't as advanced as NT/2000 though. For example, you can only have one domain controller per domain.
