This is a question regarding the creation of data files..
If u use REUSE clause then u can omit the SIZE clause becuase the size of the existing file will be considered... but what happens in case a file does not exist and u use RESIZE option and omit the SIZE clause???

at a guess you will get an error but I havent tested it. Try it on a database to find out.

REUSE clause tells Oracle to reuse an existing file. Without REUSE, you must specify a size. However, if you are on Oracle9i, Oracle will create some files using a default size (e.g., 100M for an undo tablespace, etc.).
