How to prevent users from downloading any files?

| Hi Guys,
I am faced with a requirement in our company preventing users from downloading anything on their desktop. To be precise they want users only to have browsing functions and no downloading should be involved.
Any of you have any idea how to attack the scenario?
Any input is highly regarded.

I am using NETCACHE for my proxy server. Currently we are using SMARTFILTER instead of Websense.

| This is kinda overkill but you could disable the ability for users to download files in the internet options applet security tab. | |

Thanks a lot ciscokid79. Actually I already made it by creating ACL's on my NETCACHE engine particularly not allowing all my users to download typical downloadable files like (.exe, zip, gzip etc...) and it worked.
BUt I thank you again for this as I am not aware that this option exist on the IE alone... THis is really overkill if you have lots of users. But as far as we are concerned it is fine with us. I think that can be configured on a GPO and I will have a look on that one.
