Is studying the cert21 questions enough to pass 70-210 exam?

No. You need to study the objectives, and get hands on experience. Get some books, go through them, do the practice with them and get as much handson with the OS as possible. Then try a range of practice tests till you're hitting a good 80-90% correct mark.
