Wins is the name resolution service for flat naming structure, while NetBios is the protocol WINS uses for name resolution.
You will find that the name of machine is being called as "Netbios" Name, because that is flat naming structure.

When "NetBios over TCP/IP" is enabled, WINS can provide NetBios name resolution for WINs clients (WINS clients are those machines for which "WINs server" address has been specified in their TCP/IP properties.)

client machines try for name resolution in following sequence :

cache,DNS, LMHOSTS file, WINS, HOSTS, NBT broadcast.
After NBT broadcast if it cant find the name-to-ip address mapping the request fails.

Essentially,

WINS connects a computer's NetBIOS name to it's corresponding IP Address. NetBIOS was developed back in 1983 for IBM, and WINS is a rather recent implementation.

WINS is essentially Microsoft's version of a NetBIOS Name Server.

As far as the resolution process goes though:
For NetBIOS resolution:
1. Local NetBIOS cache
2. WINS
3. B-node Broadcasts
4. LMHOSTS file
5. HOSTS file
6. DNS

For Hostname (DNS) resolution:
1. HOSTS file
2. DNS
3. Local Cache
4. WINS
5. B-node Broadcast
6. LMHOSTS
