Author can not log new accounts on the server

I'm running w2k server with w2k pro clients.
Current user accounts created can log on to the server.
But when I create new user accounts I receive the following log on error: The system cannot log you on now because the domain TITANIC is not available.

I have AD set up with dynamic DHCP leases.
I can ping both server/workstation.

Any clue's out there?
