In Troytec it says to install Win 2K over a network first create a 500 MB FAT partition on the target computer.

Why?

Never heard anything like that. I would refer to Microsoft reference material rather than rely on Troytec for technical specs.

Back in the days of NT4 you had to create such a partition (usually smaller) in case there was corruption on the partition and you needed to boot to a DOS prompt to fix it. Now with the advent of Windows 2000 it is no longer needed. Advanced Booting allows you to boot to a command prompt and use tools to fix the partition. So we no longer have to make such a partition.
