Here is my situation!
My company currently access router overseas VIA PSTN/Pot LINE DS0, phone Line Threw Modem!
Fram Relay and ATM are Not Cost affective
Routers Monitor a Network and When Traps/from SNMP com into Router overseas Router Calls Control Room and Router here Calls Back to Authincate PPP but We have Problems connecting to router because of Telephone Line!
Its a shoot in dark everytime

My propasal or question Do u think it is possible to connect over world wide web
for example in Overseas company have a VPN to Overseas ISP Provider(for security, encypted packets; once connected to overseas ISP provider With I believe BGP we can secure packets for security BGP??? and route Packs to USA www isp providers
The Situation or Problem I find is This!
In Various Overseas Telephone Companies There
PSTN Switching Sytems do not have same standards resulting in lesser quality;
We have problems makeing connection I believe because the PSTN/DSO Modem Line is below normal standards from US; Resulting in Many Disconnect and Unseuccesful Attempts to connect; an Unrealible Network Monitoring System!

Any Advise Would Be Appreciated!

If you have a connection to the internet at both ends you can build a secure tunnel (IPSEC) between them thru the internet between two of your routers.
You are right that many countries have bad infrastructure usually meaning old copper, but I do not think Saudia Arabia is one of those places. Everything they have is pretty new...
