Author Redistribution of EIGRP into OSPF??

Can someone shed some light on this question for me please!??

Given the configuration:
router ospf 1
redistribute eigrp 1 metric 23 subnets

What is the function of the 23 parameter in the redistribute command?

Does it specify the seed cost to be applied to the redistributed routes.

or

Does it specify the administrative distance on the redistributed routes.

or

specify the metric limit to 23 subnets in each OSPF route advertisement.

I have read the curriculum and on Cisco's web page and I get mixed ideas about what they say is the right choice.

I would greatly appreciate it!

It is as you said, "the seed cost" of the metric when it is being redistributed.

One thing to point out in the config you provided is, without the "metric-type" argument, the routes are being redistributed as type 2 external routes(E2) and the metric will remain 23 throughout the OSPF AS. If you add a "metric-type 1" it will gain cost in the OSPF AS.
