According to Sybex CCNA a 2820 switch can run IOS-based CLI.

I have a 2820 that is Menu based. Can I install a 1900 IOS so I can have CLI feature?

You can upgrade to the Enterprise edition of the IOS for the 2820 and a "K" will appear on your menu for access to the CLI. I wouldn't advise putting a 1900 IOS on the 2820.
