That's a broad question. Are you wondering about any specific areas? Frame Relay operates up to layer 2 and can operate at much higher speeds. X.25 operates up the layer 3 and can work over unreliable circuits. X.25 is gradually disappearing.

Like ccietobe wrote, your question is not specific. What would you like to do if you know the difference.
X.25 very reliable but the overhead for being reliable makes it slow. It's becoming rare and replaced with Frame Relay mostly in the USA. However it's still been used a lot in many other countries.
Frame Relay uses the same technology that is to say, packet-swithing, however it's not as reliable and this makes it faster. Frame Relay takes advantage of the new error-free digital transmission. Speeds up to 1.5Mbps are the most common however faster speeds are possible.
The major benefit of using Frame Relay is the cost compared to a leased T1 line. It is much cheaper using Frame Relay even though you get the same speed as a leased T1 (1.5Mbps). This is why it is becoming popular in the USA.
May be if you could be more specific in your question someone could give you the answer you need.
