Author removing a domain controler

my secondary (does not have any roles on it) server is offline and will not be back up, but when I go in active directory, its still there and I cant remove it because it says "the DSA object cannot be deleted". I'm trying in ntdsutil but I cant seem to get it right, can you help me?

Then use the ADSI from the resource kit to remove the server. Check to ensure the SVR records are removed from DNS, check Sites and services to ensure that its removed from the SITE (usually Default-First-Site).
