Am geting ready to take the 1D0-470 CIW Security Exam---question:

A circuit-level gateway firewall---some reference material says it works at the Session Layer (layer 5) and others say Network Layer (Layer 3). If it uses NAT (Network Address Translation), which is based on IP, then wouldn't it work at the Network Layer? Or am I think about this wrong?
