file/folder access rights

I would like to know if there is a way to setup the rights for user like this:
Read rights for the folders
motify rights for the files in these folders.

| you'll have to give the object explicit rights at the file level to do that with only Read at the folder. what that means is you will have to touch each file in that directory and assign those rights. |
