hey,
ive searched on google but i cant find anything related to these questions:

Is it a router that does Packet Switching or is it a Layer 3 switch that does the packet switching??

Can you use the command Tracert as a shorter version of Traceroute on a router? i know you can on Windows

Routers, layer-2 sitches, and layer-3 switches all do packet switching. Packet switching is the process of switching frames between interfaces.

And no, you can't use tracert on a Cisco router, but you can abbreviate traceroute to the point where it is still unique and distinguishable from other commands. trace is the common abbreviation for traceroute on Cisco routers.
