Virtual Ethernet down

| We have got Catalyst WS-C6506 switch with a build-in router.
The problem is the virtual ethernet of the router is down. See below.
Router#sh int vlan11
Vlan11 is down, line protocol is down
Hardware is Cat6k RP Virtual Ethernet, address is 0005.dc34.3102 (bia 0005.dc3
4.3102)
From show run command in the router, you get...
!
interface Vlan11
description Sales
ip address 10.99.17.252 255.255.255.0
no ip redirects
standby 1 ip 10.99.17.254
What could make a virtual interface down? And, how can I bring up Vlan11 as there is no physical port you can check?

| Problem solved..
There was nothing connected to any of the Vlan11 ports of the coreswitch. Connected network analyser, with the appropriate IP address, to one of the ports up came Vlan11.
