this means that you can use zero subnets in your configurations when you write ip subnet-zero that allows zero subnet number to be used in network addressings No command disallows this feature usually zerosubnets are not allowed for addressing .

The command 'ip subnet-zero' implies that the router will be able to use subnet zero for routing/IP addressing. So 'no ip subnet-zero' means it won't. Though starting with IOS version 12.0 and up, 'ip subnet-zero' is enabled by default.
