Traceroute ends in !H

| I did a traceroute to a customers CPE but it dies in a !H as per below but it doesn't get to the WAN IP of the router or anything remotely close to it. The traceroute was done from Cisco 7206 Let me know what you think. Thanks

| Hi,
H means Host unreachable.
! means Host reachable.
!H means Host reachable but not responding.
