Seems like a silly question.

To recover passwords you have to change the configuration register to get the router to reboot and bypass NVRAM. You need to use configure-register to do this. If this is what the author is driving at the answer is A.

However, when you reboot the router it will bypass NVRAM and take you to RAM where you will need to copy-start-run and reconfigure. If this is what the author is driving at the answer is C or D.

Where did this one come from? Seems ambiguous. A bad question I think. Toss it out and just study password recovery.
