Where will the router get the IOS software if the flash is empty?

The boot sequence defaults to Flash. Therefore, the configuration register is set at 0x2102.

a. ROM
b. RAM
c. TFTP server
d. NVRAM

and I thought I was prepared......

Been there, but nothing solid on where the router will run the IOS software if flash is empty.

The nearest answer I found was: that the IOS software will boot from flash or a TFTP server depending on the settings of the configuration register.

I read somewhere (i think it was on Sybex 640-507) that you can configure multiple boot sequence commands, ie where the router will run the IOS software from,
1st choice if it fails, then the 2nd and so on....

this too I did not find on cisco's boot sequence....

If I encounter the question in the exam my best answer will be TFTP server.
