im quoting this statement from fundamentals of routing.it says

if the dest logical add in routing table is found then router chooses the interface i.e forwarding or exit,once its done then the router must have an encapsulation in which to place packet.This is called "FRAMING" and is req to forward th packet to the next-hop logical device.

Well router is a layer-3 device and it has nothing to do with frames then why this is called framing? Framing occurs on layer2 only

you can't do layer3 without layer 2 or layer one for that matter.

that's why we have arp and rarp.
