hi
well when the dest logical address in routing tables of routers is not found then the packet is discarded and router sends an ICMP to the sender

shouldn't it be like that router should first send the icmp and then on basis of reply from the sender discards it or not cause in this way the router won't have to receive the packet twice.

why would you make the router work harder ???

never waste cpu cycles.

drop packet into the ether ... send icmp unreachable message.
a message to which there is no reply.
