Does Frame Relay use the FCS or the CRC for error detection.

Frame-relay does indeed perform CRC checking. Frame-relay will simply discard bad frames. However, because it has no mechanism for correcting the data, this would have to be handled by upper-layer protocols. TCP, for example if you are talking about the TCP/IP protocol suite. Frame-relay simply ensures that bad-bits are not passed up the protocol stack on the receiving hosts end.
