What test equipment is available that can verify the activation of a frame-relay (and T1) circuit at the RJ45 jack (without connecting the circuit to the end-terminal such as a router)?

Ed, one can perform a Local Management Interface (LMI) test with the telco's local
frame relay switch. This basically proves that the local loop is operational and that the telco switch and the test equipment are sucessfully exchanging keep alive handshakes using the appropriate protocol. This is not testing the PVC to the remote frame switch. This is a standard test performed by the telco after the bit error continuity test at installation time.

The cheaper alternative is to request that your carrier/telco verify the circuit if you are doubting its functionality,although you may have other reasons for this requirement. Syd
