The first 24 bits are assigned to the vendor by IEEE.
The last 24 bits are assigned by the vendor to each NIC.
In this case, 38CD45 is assigned by the vendor to this particular NIC.

| Can't believe I'm saying this but I think EE are right on this.
The first half is assigned to the vendor. I.E all (or very many) NICs manufactured by that vendor share the same first 6 digits.
The last 6 digits are vendor assigned. That is, they are assigned by the vendor to an individual NIC.
