OK don't laugh.
Routers segment a network. When I am planning subnets, wouldn't the space between routers count as a segment even if there are no hosts? But that doesn't seem right because that would be a real waste of subnets.

What am I missing?

if it was a direct connection between the routers (no hub or switch in between) you would use a /30 subnet mask so as not to waste IPs. If another device (hub or switch) was between the routers you would use something like a /24 to allow sufficient IPs for hosts to use.

It's not so much trying to control the number of networks as it is attempting to preserve IPs and designing a network that you can summarize the blocks that you do use.
