When using telnet to access a router, you do so over a virtual line provided by the IOS. These lines are called VTY lines. IOS supports up to five virtual terminal lines(numbered VTY0-4), this makes it possible to have up to five virtual terminal sessions running on a single router at the same time(which would be rare).

There can be more than 5 on some platforms if you're running an Enterprise IOS.
