I have a question that I wonder if someone can answer. Has anyone passed both ccna and ccda? Is ccda significantly more difficult than ccna? I'm wondering which to pursue first.

You should definately get CCNA first if you plan to get both. You can't design a network well until you understand how it works. I plan to take the CCDA soon.

I took CCDA recently and unfortunetly failed to pass. Cisco has changed it's testing format and it is surely much harder than CCNA.

The CCDA was always harder then the CCNA and as far as I can tell they haven't changed the format much. Although you could really start with either exam because they are different enough, I recommend the CCNA first.
