| 1. Which layerdoes VLANs operate on? I figure layer 2 as switches comprise a VLAN but I was told Layer 3. As I see it they need IP Addresses only for managemnet purposes (telnet). CAn someone clarify this!!
2. Can VLANs send data from one VLAN to another thats on the same switch without the use of a router and if so how is this accomplished ???

| VLANs operate at layers 1 & 2. They are implemented with switches.
Data cannot be sent between two VLANs on a switch without a router between them because the two VLANs are isolated from each other. It is as if they were two separate, physical networks.
